Implementation of the incremental capacity process in accordance with Regulation (EU) 2017/459 (Network Code on Capacity Allocation Mechanisms) by the German gas transmission system operators

The German gas transmission system operators bayernets GmbH, Fluxys Deutschland GmbH, Fluxys TENP GmbH, GASCADE Gastransport GmbH, Gastransport Nord GmbH, Gasunie Deutschland Transport Services GmbH, GRTgaz Deutschland GmbH, jordgas Transport GmbH, Lubmin-Brandov Gastransport GmbH, NEL Gastransport GmbH, Nowega GmbH, ONTRAS Gastransport GmbH, OPAL Gastransport GmbH & Co. KG, Open Grid Europe GmbH, terranets bw GmbH and Thyssengas GmbH (below referred to as the “TSOs”) provide this website in order to inform market participants on implementation of the incremental capacity process laid down in Regulation (EU) 2017/459 (Network Code on Capacity Allocation Mechanisms) (below referred to as the “CAM NC”). 

The incremental capacity process can be roughly divided into five phases (see chart below). In each of these phases both the TSOs as well as the market participants participating in the process have to follow various process steps, all of which may or may not be necessary depending on the circumstances.

As a rule, incremental capacity processes in accordance with the CAM NC will be launched in each odd-numbered year and thus follow a two-year cycle. Phase 1 of the 2017 incremental capacity process starts on 6 April 2017, which is the day on which the CAM NC comes into force. During Phase 1 the TSOs will accept non-binding demand indications for incremental capacity at entry/exit-systems and cross-border interconnection points from participants so that they can carry out market demand assessments in order to determine the required incremental capacity. Non-binding demand indications may be submitted until 1 June 2017 (8-week deadline pursuant to Article 26(6) of the CAM NC). Non-binding demand indications which are received after this deadline will not be considered as part of the ongoing process cycle but will enter the next process cycle – to be initiated in 2019 – instead, as provided in Article 26(7) of the CAM NC.

Market participants who wish to submit non-binding demand indications will have to accept the Terms and conditions of Participation, complete the standard request form provided and send this by post to the TSO association FNB Gas.

Please note the following important deadlines applicable in relation to Phase 1 of the 2017 incremental capacity process conducted in accordance with the CAM NC:

6 April 2017Entry into force of Regulation (EU) 2017/459 (Network Code on Capacity Allocation Mechanisms) and start of 2017 process cycle
1 June 2017Last day on which participants may submit non-binding demand indications for consideration in the ongoing process cycle (8-week deadline pursuant to Article 26(6) of the CAM NC)
27 July 2017Publication of market demand assessment reports based on the non-binding demand indications received by the applicable 8-week deadline for consideration in the ongoing process cycle (16-week deadline pursuant to Article 26(3) of the CAM NC)


Further information will be provided by the TSOs on an ongoing basis throughout the course of the incremental capacity process in accordance with the CAM NC.
